Water has a density of 1 g/mL, so 250 milliliters of water weighs exactly 250 grams under the weight = volume x density formula. Flour is lighter for its size: 2 US cups (473.18 mL) of all-purpose flour weighs approximately 240 grams, a density of about 0.507 g/mL, which is why recipes that specify cups for one ingredient and grams for another do not share a single conversion factor across ingredients.
